Lecture at the National Nuclear Energy Commission (CNEN) presents an overview of the non-proliferation regime and nuclear safeguards.

On April 30, 2026, Secretary Marco Marzo, at the invitation of the CNEN, delivered the lecture entitled “The Non-Proliferation Regime and Nuclear Safeguards.”
The presentation addressed the historical context of nuclear non-proliferation, the main elements of the non-proliferation regime and nuclear safeguards, the different types of agreements, the central elements of safeguards, and inspection mechanisms, among other relevant topics.
The commitment of Brazil and Argentina to the exclusively peaceful use of nuclear energy was also highlighted, as well as the creation of the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) and the bilateral verification system, internationally recognized as a model of regional cooperation. In addition, cooperation between ABACC and the International Atomic Energy Agency (IAEA) was emphasized.
At the conclusion of the presentation, the challenges posed by the current international scenario to the non-proliferation regime and nuclear safeguards were discussed.
Ambassadors Antonio Valim Guerreiro and Luiz Filipe Macedo Soares were also present. They served, respectively, as Brazil’s Permanent Representative to the IAEA and as Secretary-General of OPANAL (Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean).
