ABACC

ABACC participated in the 67th Annual Meeting of the Institute of Nuclear Materials Management (INMM), held from August 2 to 6, 2026, in Austin, Texas, United States.

During the session dedicated to capacity building and infrastructure for safeguards, the Planning and Evaluation Officer, of Argentine nationality, Ms. Sonia Fernandéz Moreno, presented the paper “Contribution of Regional Systems to the Sustainability and Effectiveness of International Safeguards.” The presentation highlighted the contribution of regional systems to the effectiveness of international safeguards and the importance of expanding cooperation with the IAEA. In this context, the ABACC model was presented as a unique experience and a potential reference for other regions in view of the expansion of nuclear energy.

In the session on verification techniques, the Operations Officer, of Argentine nationality, Mr. Leonardo Ariel Pardo, presented the papers “Deployment of New Safeguards Verification Techniques of PWR-Type Fuel Design in Brazil” and “ABACC’s Experience in Verification of Spent Fuel Transfers to a Dry Storage at Angra 1 and Angra 2 Nuclear Power Plants.” The presentations addressed ABACC’s experience in developing safeguards approaches and applying non-destructive verification techniques.

One of the highlights of the meeting was the designation of Ms. Sonia Fernández Moreno as an “INMM Senior Member,” in recognition of her career and contributions in the areas of nuclear material management and control, safeguards, non-proliferation, cooperation, and the peaceful use of nuclear energy.

ABACC also presented the main results of the implementation of the Common System of Accounting and Control of Nuclear Materials (SCCC) in Argentina and Brazil, including verification activities carried out in cooperation with the IAEA and the national authorities.

In addition to its presentations, ABACC participated in panels and discussions on safeguards, non-proliferation, new reactor technologies, artificial intelligence, and peaceful applications of nuclear energy, reaffirming its commitment to technical exchange and strengthening international cooperation.
